The primary challenge facing sports institutions today is their ability to sustain operations, expand, and compete effectively. This requires establishing the necessary legislative, legal, and administrative infrastructure to implement governance—encompassing principles that fully support management development and encourage financial transparency. Governance, also referred to as “sound management,” embodies the methods, mechanisms, procedures, rules, and decisions that guarantee the activation of independence, integrity, transparency, discipline, accountability, fairness, and other core governance principles. Its ultimate goal is to achieve quality and performance excellence through management’s ethical stewardship of resources to deliver optimal benefits to all stakeholders, while ensuring fairness and safeguarding the rights of investors and external partners. Achieving this demands that management and personnel strictly adhere to ethical and professional standards to curb practices that threaten the institution’s long-term growth, survival, and continuity.

Amidst prevalent administrative and financial challenges—such as weak oversight, lack of experience and skill in managing sports facilities, and a deficit of transparency and trust in accounting and auditing processes—revisiting the concept of sports governance has become paramount. Governance ensures credibility and enhances the quality of financial accounting data relied upon by all entities interacting with sports institutions.

Attracting capital investment to the sports sector remains a difficult endeavor due to administrative and financial crises that drain the financial viability of sports entities. Institutional investors, in particular, are unwilling to bear the costs of management errors or administrative corruption that lead to losses. Therefore, sports organizations must prove they operate under sound business practices that minimize the likelihood of corruption and mismanagement. Furthermore, investors require the ability to analyze and compare potential investment opportunities within the sports sector using the same standards of transparency, clarity, and accuracy applied to financial statements prior to committing capital.

The Role and Objectives of Governance

Governance is vital for ensuring the effective functioning of sports institutions, asserting management integrity, fulfilling obligations, and ensuring that entities achieve their goals lawfully and economically. It acts as a robust tool that reassures society that sports institutions are managed scientifically and practically, establishing general frameworks to protect investor funds and creating a fair, transparent information system. This ensures equal access to data, preserves market integrity for stakeholders, and provides a reliable mechanism to evaluate and hold boards of directors accountable.

The rules and controls of governance within sports clubs and federations aim to achieve transparency and fairness, empower members to hold management accountable, protect members and investors, respect employee interests, and prevent the abuse of authority for private gain. This fosters investment, encourages capital inflows, grows savings, maximizes profitability, and creates new job opportunities. Additionally, these rules enforce compliance with the law, guarantee the review of financial performance, and mandate administrative structures that make executive boards answerable to members and investors—including the formation of an independent audit committee composed of non-board members with broad oversight authority.

Implementing governance enables sports institutions to activate their performance and achieve three essential objectives:

Achieving Transparency: Securing the transparency required for institutions to survive and perform investment activities with integrity and objectivity.

Combating Corruption: Fighting financial and administrative corruption by enforcing rigorous internal financial and administrative control systems.

Boosting Investor Confidence: Increasing trust and credibility in the transactions of institutions that adhere to governance standards, thereby attracting investments.

Overcoming Investment Barriers

Governance plays a major role in enhancing economic competitiveness by drawing investors, supporting economic performance, and ensuring long-term competitiveness through transparent accounting and financial auditing. Sports institutions represent a vital investment ecosystem; however, they often remain unstable due to rigid regulations, unprofessional staffing, or mismanaged obligations.

Key obstacles hindering sports investment include shortcomings in sports investment legislation, neglect of facilities, stadiums, and equipment, and the heavy government tutelage over sports clubs. Governance directly tackles these issues by embedding independence, integrity, transparency, accountability, and fairness, making financial reports reliable and motivating investors to enter the sports sector.

The Sports Governance Code

It is crucial to formulate a Sports Governance Code in Egypt by enacting a comprehensive sports governance law that covers all voluntary and investment-oriented sports institutions. This legislation should draw upon the expertise of international sports bodies to elevate the standing of Egyptian sports, transforming it into an attractive investment environment built on financial trust. Doing so will also strengthen international confidence in Egyptian sports governance and boost Egypt’s representation in international sports organizations.
