My Journey Between Setbacks and Perseverance (9) When Dubai Hosted the World… at the 42nd World Scout Conference

Do you remember the COVID-19 days?

Do you remember what the world looked like back then?

Airports were nearly empty, borders were restricted, and international travel had almost come to a standstill.

Yet, during that extraordinary period, we at the Emirates Scout Association wrote a success story that could simply be titled: “Welcome to Dubai.”

In 2021, the World Organization of the Scout Movement (WOSM) made the unprecedented decision to hold the 42nd World Scout Conference virtually—the first experience of its kind in the history of the Scout Movement.

Although the Conference was virtual, it still required a global operations hub capable of managing the live broadcast, hosting the technical support team and Conference management, and ensuring uninterrupted operations around the clock.

When WOSM searched for the ideal location, Dubai became the natural choice—a city with world-class infrastructure, exceptional organizational capabilities, easy international access, and remarkable flexibility even during one of the world’s most challenging periods.

At that moment, the Emirates Scout Association received a request from WOSM to support the hosting of the Conference’s technical support team and management staff.

As always, we never asked, “Can we do it?” Instead, we asked ourselves, “How can we make it a success?”

Under the leadership of the Association’s Secretary General and with the full support of the Board of Directors, we immediately came together as one team.

Although many of our colleagues were on their annual leave, we assembled a dedicated task force, supported by an outstanding network of volunteers, and began what became a true race against time.

Within just a few days, we had developed a comprehensive operational plan.

A 24/7 airport reception service for delegates arriving in Dubai from around the world.

A round-the-clock operations room.

Accommodation and check-in coordination. Transportation management. Logistical support. Media coordination. Official meetings with government representatives.

In short, we successfully delivered—within days—what would normally take months, or even years, to prepare for a global event of this scale.

That experience taught me a lesson I will never forget.

Crises do not merely test the capabilities of institutions—they reveal the strength of the teams behind them.

By the grace of God and through the dedication of everyone involved, the Conference was delivered successfully and received widespread international recognition.

One of the most memorable moments came during a special ceremony at the Burj Khalifa, following our visit to the top of the world’s tallest building, where the World Organization of the Scout Movement recognized the Emirates Scout Association’s Board of Directors and the entire team for their outstanding contribution to the success of the Conference.

But the success did not stop there.

Alongside the Conference, the United Arab Emirates delegation made an exceptional contribution to the World Scout Youth Forum.

What makes me especially proud today is that many of those young participants have since become decision-makers within the Association. They are now among the driving forces behind its continued development, innovation, and youth empowerment.

We were also able to ensure their participation as members of the UAE delegation to the Conference, while launching a virtual exhibition showcasing the Emirates Scout Association’s achievements on the Conference platform—an initiative that significantly enhanced the Association’s international visibility.

Our participation was more diverse than ever before and marked the beginning of a new era of regional and global engagement for the Association.

Once again, I discovered that true success is measured by an institution’s readiness when the world needs it most.

Institutional reputation is not built through slogans… It is built through actions.

If there is one lesson from this chapter, it is this:

You may not always choose the circumstances in which you work, but you can always choose how you respond to them. Build a team that believes in the vision before asking them to deliver it, because a united team can transform the toughest challenges into extraordinary achievements.

As for me…

Whenever I look back on those unforgettable days, I realize that supporting the 42nd World Scout Conference was far more than participating in a global event.

It was a defining milestone that reinforced one enduring belief:

Great dreams do not wait for perfect circumstances… they are achieved by teams that believe they can succeed.
